Tax tips: For the first time, Oregon allows all taxpayers free electronic filing
Previously, taxpayers had to fall within certain income limits to e-file for free.
The new service, provided in partnership with TurboTax's parent Intuit Inc., should give taxpayers one more reason to file their returns without paying a tax pro or software provider to do it. It's ideal "if you’re comfortable filling out your tax forms and know what to report where," department spokesman Derrick Gasperini said.
For several years now, federal taxpayers have been able to fill out and file their personal income tax forms for free online using Free File Fillable Forms.
But when it came to filing state returns, Oregon taxpayers either had to meet certain criteria to qualify for free electronic filing or they had to print the completed forms and mail them.
"This has no limitations," Gasperini said. "Anyone can use it."
The bare-bones service provides no preparation help like software programs do. But it automatically calculate portions of the returns, speeding the process a bit. It also allows taxpayers to save a partly completed form and return to it at a later date.
The department made the service available within its website Jan. 26 but didn't promote it heavily, Gasperini said.
"We wanted to make sure there weren’t any issues with the files being submitted," Gasperini said. So far, 750 returns have been filed through the system, he said. "The files have been coming in great. It is something we’re excited about."
E-filed returns also cost the state less to process and contain fewer errors. Last year, three-quarters of all Oregon returns last year were filed electronically, Gasperini said.
Intuit also is providing the service with no income limits to state taxpayers in Virginia and North Dakota.
If you use the system, you'll need to complete your federal return before you can start working on your Oregon form.

Foreclosure watch: DocX indicted for forgery in Missouri; more states sign on to settlement
DocX was shut down in 2010, after evidence emerged of apparent forgeries in mortgage documents, a practice now called robo-signing.
Washington Attorney General Rob McKenna still hasn't formally announced his decision, a spokesman said, although McKenna helped negotiate the agreement.
Meanwhile, in Missouri, a grand jury indicted DocX on 136 counts of forgery, The New York Times reported. DocX, a unit of Lender Processing Services, is one of the nation's largest home foreclosure service providers.
The indictment is one of the few criminal actions to arise from widespread reports by homeowners of improper foreclosures. The company's founder also was indicted, and there were indications Missouri's attorney general was trying to get the founder to cooperate in investigating LPS.
Last year, American Home Mortgage Servicing, a large loan servicer, sued LPS alleging that more than 30,000 residential mortgages that it had handled across the country (including in Oregon) contained improperly executed, notarized and recorded mortgage assignments.
In Oregon, a Senate committee today is scheduled to resume debating a bill to give homeowners more protections during foreclosure. As the Salem Statesman-Journal noted yesterday, the House leadership declined to hear any foreclosure-related bills introduced in its chamber.

Chase is latest of big banks to settle overdraft fee class-action lawsuits
The bank will pay $110 million to resolve the lawsuit; one of the original plaintiffs banked with Washington Mutual. Watch video
It's the latest big bank to pay to settle such lawsuits. Last year, Bank of America agreed to pay $410 million to resolve a similar suit. American Banker described the disputed practice:
" ... the banks processed debit card transactions not in the order in which customers conducted them but instead from the highest-to-lowest transaction balances; the change allegedly caused customers to drain their accounts quickly and maximized the overdraft fees assessed against them."
A 2010 It's Only Money video (below) explained how Wells Fargo reordered debit transactions.
It's not entirely clear whether the settlement will benefit former customers of Washington Mutual, which Chase bought in September 2008, although it could.
Andrea Luquetta, aLos Angeles woman who filed one of the class-action lawsuits against Chase, Andrea Luquetta, first opened a checking account with WaMu in September 2003. Chase resequenced transactions on her WaMu-branded debit card in 2009, her lawsuit alleged. The resequencing of her transactions from highest to lowest cost her $231 in overdraft fees instead of one fee of $33, her complaint alleged.
Recently, a California woman filed an overdraft fee lawsuit against Portland-based Umpqua Bank. Union Bank of California also faces a similar class-action.
Umpqua and other banks have moved away from the practice. Still, The New York Times points out, a recent study found the fees remain high.

Foreclosure watch: A bombshell on mortgage fraud and Fannie Mae
Someone blew the whistle on foreclosure fraud in 2003. Fannie Mae apparently ignored the internal report.
Oregon Attorney General John Kroger has said he'll join a multi-state settlement with the nation's largest loan servicers. "Why don't you do an article about the THOUSANDS of people, purposefully NOT paying their mortgages for YEARS with no ramifications other than living FREE off of people like you and me?"
So, It's Only Money once again points readers to other stories on the matter that do a good job of summarizing the difficult-to-grasp problem. This weekend's excellent story comes from New York Times writer Gretchen Morganstern. Its title: A Mortgage Tornado Warning, Unheeded.
Turns out, a confidential 147-page investigation into mortgage fraud commissioned by Fannie Mae uncovered some of the very abuses bedeviling homeowners today. Yet Fannie appeared to take no action on the 2006 report. The investigation was triggered by a wealthy businessman's allegations in 2003 that servicers were filing false foreclosure documents and "playing fast and loose with the law."
"It is axiomatic that the practice of submitting false pleadings and affidavits is unlawful," said the report, a copy of which was obtained by The New York Times. "With his complaint, Mr. (Nye) Lavalle has identified an issue that Fannie Mae needs to address promptly."Mr. Lavalle and Fannie's investigators found lawyers filing "sham proceedings" in eight states on behalf of either Fannie Mae or the Mortgage Electronic Registration System (MERS).
"From my own personal experience and 20 years of research and investigation, nothing — and I mean nothing — that a bank, lender, loan servicer or their lawyer says or puts on paper can be trusted and accepted as true," Mr. Lavalle told the Times.
New York's Attorney General Eric Schneiderman, who heads a federal task force investigating criminal mortgage fraud, sued large banks over their use of MERS on Friday, saying its recording system led to faulty foreclosure filings.
It's Only Money has written about MERS issues in Oregon, as well, as courts try to decide whether it has standing to foreclose on homeowners. Writes Morganstern:
Mr. Lavalle warned Fannie years ago that MERS couldn't legally foreclose because it didn't actually own notes underlying properties. The report agreed.
Recall last week, Oregon Attorney General John Kroger said he'd sign on to a $25 billion multi-state settlement that absolves five large loan servicers of civil liability for faulty foreclosures. It doesn't waive Oregon's right to pursue criminal charges or to sue MERS.
Morganstern's story ends with this ominous assertion from whistleblower Lavalle:
"Any attorney general, lawyer, bank director, judge, regulator or member of Congress who does not open their eyes to the abuse, ask pertinent questions and allow proper investigation and discovery," he said, "is only assisting in the concealment of what may be the fraud of our lifetime."The Oregon Senate Committee on General Government, Consumer and Small Business Protection was scheduled this morning to take testimony on new protections for homeowners in foreclosure.
